I was thinking more of a UK wide constitutional convention.
The issue, as I see it, is that Scots have a pretty clear idea about what we want, which is a large measure of fiscal and political autonomy. We’ve spent a generation mulling it over and opinion polls (and the referendum vote) consistently point to a large majority in favour of significantly increased devolution but short of independence (so far).
Where the problem sits, I think, is that devolution arrangements in the rest of the UK, in England in particular, don’t accommodate the required devolution for Scotland.
So, what is needed is a more satisfactory arrangement in England. That I think is what the Labour Party could offer, a convention on how to reform the relationship of the four constituent parts of the UK and how England or parts of England sit in that reformed Union.
