1. I always thought that the above was how surpluses were dealt with in Irish elections (in the Republic), but I was subsequently assured that in fact actual bundles of votes equivalent to the amount of the surplus are taken and distributed (some attempt is made to ensure they don’t all originally come from the same boxes). The friend who informed me was an election worker (but not actually involved in the count) and like me was very disappointed to find this out.
