I think they are opaque and, worse, the IRB continually issues directives on how to interpret them that change their meaning in significant ways. Those directives are invariably based on what the IRB wants to see at elite levels and often make no sense at all for less skilled and athletic players. I ref everything from U16 girls to men’s first team. What happens in a small fraction of a second in a high level game can slow down almost bizarrely with girls with little experience and it’s a hell of a job to decide how interpret a law meant for a dramatically higher speed, higher kinetic energy situation.
I’m not knocking women’s rugby. At the top level it’s really good. Besides, one of my friends was named this year to the ScrumQueens International All Star XV and she’d kick my ass if I said different!
