I of course would give Galactic Patrol the Retro-Hugo without even pausing to think. Probably even if I DIDN’T love Doc Smith, because the sheer INFLUENCE of the Lensman series is pervasive and long-standing and still going; its ONLY competition in that area on this slate is The Sword in the Stone, and that’s more from Disney than from the book.
EDIT: Oh, and yes, you’d see that theme in GP also; the heating up of the war between Boskone and Civilization is a major theme in the novel.
