Yes, I think you have nailed it. Plus, if the Staggers had done its homework with people who had previously worked with NG and AP (of whom there is no shortage), they would have realised that they have a reputation (in the nicest possible way) for being focussed very intensely on their Art than on the precise logistics of realising that Art; so this was a problem waiting to happen.
