  1. Houses aren’t usually built by the people who will live in them, choosing what facilities are worth the expense. It can be very difficult and expensive to upgrade them later. Normally they will stay in use long after their first occupants are dead. That being so, good building standards are a pragmatic exercise of democratic collective responsibility. It’s OK that some older houses don’t have a downstairs loo, but the more houses like that we have, the more older people needing urgent rehousing or staying longer in hospital because if they went home they would have to climb the stairs every time they need to pee.
