As and worked out, it is the alphabetical order of numbers as they are spelt in English, grouped by how many letters in each word.

Of course, one can think of other versions, like French:

Or German:

1, 11
8, 3, 9, 4, 5, 10, 2

  1. I agree with the last comment. Inferno is one of the best, and most sophisticated, Dr Who stories of all time. It is usually on most Who fans top 10 lists. The third doctor is very poorly served by this poll and I wonder if people voting have actually watched the stories concerned!
