9 November 1987: broadcast of second episode of Delta and the Bannermen. The Bannermen pursue Delta, the Doctor and Mel try to help, and the two Americans wonder what they are doing there.
9 November 1988: broadcast of second episode of The Happiness Patrol. The Doctor and Ace run around separately getting captured and escaping; the Kandy Man really ought to lock up the lemonade.

I think also in public sector at least here (UK) law changed or rather was clarified such you could get hold of these things by various means (DP, FOI, I’m not totally sure) to see what people had said about you, hence more fallout with litigation theextreme case. (very recently eg it’s been confirmed that emails MPs write even via “personal” gmail a/cs for example, can be FOIed. I’m not quite sure what I think of this.) So . part of the general bloody risk averseness of all modern society basically.
