In Japan there is a big cultural prohibition against speaking out directly and challenging people and authority – so much so that there is a word in common use: shogainai – literally “it can’t be helped”. In a situation where ‘face’ might be lost it is very common to hear it expressed to back up the default position of doing nothing. It might have a bearing on Sachiko’s patience.
