For the benefit of anyone else coming to this post late: both EPH and 4 and 6 passed at the Sasquan business meeting, and will be up for ratification at MidAmericon in 2016.
There was also a request that the Hugo administrators release the raw nominations data for 2015 (anonymized, of course) after the awards, which was approved. EPH was tested against a few sets of old data that were floating around, but now it can also be tested to see what kind of results it yields when up against a genuine slate vote. That information will also be made public.
I think it’s important to note that neither EPH nor 4 and 6 is a guarantee that slated works cannot make the ballot. All either proposal does is make the nominating system significantly harder to game. IMO, EPH does a better job of this than 4 and 6, but either one is better than nothing, which is what we have now.
