The Cabinet of Light, by Daniel O’Mahony

Second paragraph of third chapter:

Later, he watched the dawn through reddened eyes and felt more hopeful. He had a plan for today: he would visit the girl in pink pyjamas and there didn’t seem to be any harm in that. No one had got much sense out of her over the past weeks but maybe they hadn’t been asking her the right questions.

One of the series of Doctor Who novellas published by Telos back in the early Noughties, this is one where the Doctor barely appears; the protagonist is a time-sensitive detective hired by a mysterious woman to find him and also to set the scene for a new series of Time Hunter stories which did not require the expiring BBC licence. It’s OK. It’s quite atmospheric about post-war London, and we readers have some fun watching the protagonist work out what is actually going on. It’s not completely clear which Doctor we are dealing with, though most likely the eighth. A story of its time, perhaps. You can get The Cabinet of Light here.
